If you see a thief stealing something in a shop, you could
-Grab the guy, punch his face, and throw him on the ground
-Call the shopkeeper, cashier, or security guard
What if he escapes? He would run away. You can now
-Chase him, pin him on the ground, and beat the hell out of him.
-Call the police and the thief may escape before you know it.
